John Grant is an investigator for the New York State Department of Health.  He is assigned to investigate allegations that Dr. Robert Franz, Oneida County Medical Examiner, is misusing dead bodies, including the unauthorized removal of tissue for research purposes. Accusations are made by Franz's subordinates.  The county dismisses the charges as the work of disgruntled individuals. Franz's critics allege a cover-up.

After Grant visits the morgue and confronts Dr. Franz, he finds himself in an uphill battle to move his inquiry forward. The county stubbornly supports their medical examiner. Efforts are made to halt or limit the investigation, including from within his own department.

Grant's investigation uncovers some very disturbing facts.  He finds that tissue from the bodies of children is a hot commodity. Bodies that should have been cremated or buried, weren't. Documents are falsified to hide these activities. Even the dead bodies of young women weren't safe from a sexual predator.

Grant deals with an interesting cast of characters, including county officials, morgue workers and funeral directors. The investigation produces revelations that knock the county back on its heels. Several careers and lives end in ruin as a result of the investigation of The Morgue.
